Europe in the early 1990s became one of the nearly violent regions in the world. The annual reduction in the number of conflicts after 1992 is as a consequence of changes in Europe. There are a number of factors that led to the rise of international and regional armed conflicts. Poor economic status of different nations is the leading cause of intra-state armed conflicts in the modern world. The greatest challenge facing the current governments is resource allocation. The resources are limited in supply, and their demand is high. Most governments usually allocate more resources to urban centers and regions that are highly productive than dry, remote area. This makes some local governments step neglected by the central governments, and this may cause conflict between different local governments (Moir, 2002 p211). repressive political systems in transition periods are also the other significant cause of intra-state armed conflicts.
